Some board manufacturers do that deliberately to give the copper a nice
etched finish on the inside edge of the pad for a single sided job.  If
you drill through copper, it's common to have a bit of a burr left over
there which you either need to remove or convince the customer to
accept.

This should have been specified when the board was CAM'd prior to
sending it out.  Since you apparently didn't specify, I'd expect about a
3mil clearance there.  Getting tighter than that may raise the cost of
the board significantly.

Good morning. Does anyone know of any acceptability criteria for "fish
eyes" or a thin void of copper around holes on single-sided boards? At
times there's a complete cirmcumfrential void and other instances
there's only a very small amount of copper missing. Thanks in advance
for any assistance!
