<P><EM>Chinese "lead-free" law: electronica offers one last =
chance to gain information and discuss developments before the =
regulation takes effect. The electronica Forum and the ZVEI Forum =
offer the opportunity to hear lectures by experts and speak with =
companies that are affected.</EM> </P>=0D
<P>On March 1st, 2007, the stipulations laid out in China's =
"Administration on the Control of Pollution Caused by Electronic =
Information Products" ("China RoHS" for short) will enter force. These =
regulations apply for all electronic products from the information =
industry that are made in China or imported to China as well as to =
their manufacturing processes and packaging. The electronica 2006 trade =
show, which is being held from 14 through 17 November 2006 in Munich, =
offers one last chance before the critical date arrives to gain =
comprehensive, first-hand information on China RoHS and speak with =
specialists about its effects on the electronics industry as a whole =
and on individual companies. </P>=0D
<P>Currently, there is a great deal of uncertainty over the Chinese =
lead-free ordinance, because to date, there has been no official =
English or German translation that would exclude the possibility of =
misunderstandings, and not all of the deadlines have been clearly =
defined. What is clear is the fact that China RoHS restricts materials =
including lead, mercury, cadmium and chrome VI compounds as well as =
selected polybrominated flame retardants. Nevertheless, this regulation =
goes radically beyond the requirements of Europe's Restriction on =
Hazardous Substances (RoHS) Directive, because the entire supply chain =
is affected and the law does not provide for exceptions (for medical =
devices or measurement and testing equipment, for example). Beginning =
on March 1st, 2007, manufacturers will first be obligated to declare =
hazardous materials in their products and indicate an "Environmental =
Safe- Use Period" during which poisons cannot leak out. Beginning on a =
second date that has not yet been officially set, the restriction of =
materials will go into effect completely, and the products and their =
packages must be marked according to the GB 18455-2001 standard. =
</P>=0D
<P>Companies from the international electronics industry that are =
affected by this new regulation from the People's Republic of China are =
now faced with the task of gaining comprehensive and detailed =
information and developing individual strategies for the Chinese =
market. There is a great need, for instance, to clarify the question of =
which products fall into the category of "electronic information =
products" (EIP) and how the verification procedure is organized. =
Furthermore, companies must also plan measures for complying with =
additional environmental regulations for the People's Republic of China =
that are now in the planning stage - such as the WEEE directive, which =
is expected to be introduced in 2008. <BR></P>
