Everyone else has given you very good information.  The one additional
comment I would have is concerning your following comment - . The customer does not
care, just want board fabricated with the proper documentation.

The person who "owns" the drawing may care and that is why 55110 is on the
drawing.  If you do not have the ability to waive the 55110 requirement to a
commercial specification such as IPC-6012, Class 3, you have to care.

Contracts are issued with certain expectations and only the company issuing
the contract is able "not to care".
