Both finishes would be ROHS compliant.

If deposited according to vendor specifications they should both work just
fine.

Immersion silver is occasionally prone to solder joint voiding, will that
increase or decrease with higher temperature assembly remains to be see.

ENIG will make a more robust solder joint at higher temperatures associated
with ROHS. If the ENIG is supplied by a reputable manufacturer no black pad
issues will be encountered.
