It is a spring washer which has a particular shape. Imagine a washer that has been "coined " to the shape of a much larger sphere. If you put the washer down on a flat surface the rim will be in contact with the surface, the edge by the hole will not. If you turn it up the other way, the edge with the hole will be in contact the outer rim will not. These washers act like a regular spring washer but are much better for this type of application I have found particularly on systems where the current drain and associated heat is liable to cause expansion and contraction of the assembly.
