Class 2 merely refers to the acceptance level of the completed fab. Often is
the case product classified as Class 2 in fact meets or exceeds Class 3
requirements.

If you have product certified to Class 2 and need to use it in a Class 3
application look close at the test/inspection data, or have the fabricator
revisit the data, if it does in fact meet Class 3 have the recertify it to
that.

Things that made need to be addressed may be copper layer thickness,
material type used, hole wall thickness, etc.

How compatible is a class 2 PCB to achieve a class 3 assembly? My
question presumably leads to process capability and PPM levels, but does
a class 2 then not cap what an assembly process can achieve during
assembly?
