As of about one month ago it was reported by a certification company that there were only two companies in the USA that had gone through the process to be registered as meeting the requirements for the Hazardous Substance Process Management (HPSM) standard. The Hazardous Substance Process Management Standard is the IEC's QC 080000 (Electrical and Electronic Components and Products Hazardous Substances Process Management System Requirements), which had previously be call EIA 954. This HSPM standard is driven by the International Electrotechnical Commission Quality (IECQ) Assessment System for Electronic Components. The first company was Sigmatel, in Austin. At this time it is not clear to me whether achieving this registration will become an industry requirement, and may be a means for consultants to make lots of money to help companies work their way through this new maze.
