External layer thieving is used to normalize the electrolytic plating distribution. Internal thieving is used to control air/volatile evacuation and flow of bonding materials. Internal thieving also resolves the problem of low pressure areas between circuits that can create problems with the interlamination bonding. Allowing thieving internal to the PCB interface characteristics is also a wise move where spacing parameters are defined based on your needs for signal integrity.
