Many CAD systems have issues with effective reference clipping and I would estimate more than 1/2 of our clients have the no-silk rule in either the drawing or a PCB fab spec specification. We can perform the clipping more efficiently than most CAD systems and any issues encountered can be spun back to the designers for verification. The bare board supplier should have contacted the customer and said there is a problem, the art work doesn't match the fabrication notes. That's why fabrication notes need to follow the art work to help flag the inconsistencies or errors that tend to slip through the cracks. Lets say the board was produced some place else and the old board supplier caught it fixed it and didn't say a word, never happens right? The customer would have never known that there was a problem, how do you fix a problem you don't know exists?
