IT is interesting to follow the tone of this conversation

Customer says their artwork contains the error of silk-screen on pads  (ERROR
by customer)
Fab-house forgot to clip the artwork (lack of service from Fab-house...NOT
AN ERROR) and they recognized the error and want to work this upfront before
shipping the brds, BECAUSE THE BRD MEETS THE ARTWORK AND ARTWORK IS PART OF THE
 DWG.

So instead of working for a mutually benefitial solution....the fab-house  is
being asked to carry the cost....I am glad I don't have that kind of
customers.  My customers will work towards solution as a partnership...we  will try
not to charge, but they appreciate the effort.
