  There is only one company in the US which I am aware makes lead frames, and that is Leading Technology, located in Pennsylvannia.

  All the others are in Asia, and I suspect Amkor may be the biggest.

In a previous life (semiconductor manufacturing FAB), we used to get
sheets of lead frames for the chips (die) that we manufacture. I am sure
those leads were bought from another company.
