You don't say what you are burying it in? Of course if everything goes "in" there will be no "on" and the board with have a smaller footprint and become a "cube". If you do bury active devices (which is actually not an unreasonable thing to do since in COB you "bury" the die in glob top) you will have to work out how you are going to handle the thermal dissipation.
