Lead in copper alloys is allowed under RoHS up to 3% lead. Lead is used to make brass alloys easier to machine. If the copper alloy is a homogonous material then that material can have up to 3% lead in it. As long as all the other materials are lead free then the complete product meets the requirements. You need to get clarification of where the lead containing copper alloy is.
