Its just a definition of which boards are defective within a panel. As far as I know there is not "official" explanation or definition for "X-Outs". It is performed to achieve one or more of the following; A defective board within an array will be identified to ensure it is not used (populated, further processed, etc). Typical methods of "X-Out" include an "X", obviously, in indelible ink. Marking with etching pen, razor knive, etc. or other means to ensure the product is clearly identified as unsuitable for use. In the past the board was just punched or drilled to signify unfit for use.
