Yes. There are many companies that specialize in infrared temperature sensors, try Omega www.omega.com/products.html . There are others out there as well. Omega makes an IR temperature sensor that can detect changes in temperature to within 1 degree and you can see the holographic temperature spread over very large surfaces. We use it to detect electrical shorts. We can see the short if it generates as little as a few milliwatts.
