That's true in this day and age. However, I would like to point out the reasoning behind the "cause its always been done that way" argument: In the past, MRP/ERP systems were limited as to how to handle tracking of the various documents which relate to the assembly being done (and some still are!). It is usually customary for the assembly drawing to be the controlling document and when that drawing is pulled, the BOM usually is the same revision unless there was some form of tabulation on the assembly drawing to show the different revision of the related BOM. But when one did that, and a a change was made to that BOM causing its revision to change, that change had to be noted in the assembly drawing and thus causing the assembly drawing to change its revision. Therefore, to make things simple (and that's how it's always been), the assembly drawing and the BOM tracks as one and the same. It doesn't not take a whole lot of effort to change the revision letter on an assembly drawing if just the parts list was changed! What are you trying to save by having the BOM independent of the assembly drawing? Hope this helps! As long as the supply chain knows where to find the correct parts list for the assembly they are assembling it does not matter.
