Yes, it is best that you get them from one of your regular suppliers and IPC (or I) can provide the Gerber files, if for no other reason than you can sometimes see if you have a crappy fab house before investing money in actual product. It becomes more important that you have the test boards made by your vendor when you are doing process qualification or characterization work. In that instance, you want the same laminate/mask/metalization/marking ink scheme intended for actual product. And if you get crappy results, and you show that your supplier is crappy, you can avoid some pain on actual product. At least in theory.
