Steve, Yes. In a past life at a large OEM, these pads were called "robber pads" and were a design requirement whenever possible. They either acted to prevent bridging outright or in the worst case the bridging occured between the robber pads which were non-functional. The extra pads are placed besides the last pads of the footprint that will be going over the wave. Supposedly, this will prevent solder bridges. I haven't seen them used enough to tell you whether or not that works...
