This appears to be an area of metal that was not etched off in the fab process - likely caused from damage to the photo resist before plating. It also appears that the removal of the extraneous metal was attempted as the leading edge has been lifted. Possibly was mixed back into the lot accidentally when rework-ability issues encountered.
