Steve, What would your response be if I told you the initial solder mask coating on those boards you received was "not" misregistered??? Okay now get over the laughing. Take a close look at the holes in the via's (and any PTH holes not shown in this image) Do they seem to align themselves with the solder mask clearance??? Now, take a look at the copper across the board...notice if it is not well registered to the vias/PTHs across the board. While looking at these images one would easily proclaim "Solder Mask Misregistrations"...you may be wrong. It may be image misregistration, the copper not properly aligned...the mask actually aligned to the holes making the copper underneath (not an actual event mind you) appear to have shifted. And this also looks like they applied 2 coats of mask on that board. So while the reject slip may say "SM registration"...this may lead the problem solvers off into the wrong direction...
