FR406 is manufactured by Isola, they have an FR4 (IS410)with a higher Td (350C). That would be a better choice for the lead-free process. I always try to recommend that that fab drawing notes callout the characteristics of the material required, rather than specify a particular supplier's product. In this case indicate the Td requirement and allow the PCB fabricator to use his existing supplier's product that meets the Td requirement.
