The answer is simply YES... you can have Tin/Lead, electroplated, on the pads--only. However it is a major hassle, and with a short shelf life (as-plated Tin/Lead is not nearly as stable as HASL) why bother? We have actually built soldermask strippers to accomodate exactly this type of board, I could never understand why someone would spec out this type of board...
