For a start, check out IPC-2222, Table 9-3, for Plated-Through Hole =
Diameter to Lead Diameter Relationships.  If auto-insertion is used, =
what is recommended by the inserter mfgr?  If press-fit or other =
specialty part, what is the mfgr's recommendations?  Also take into =
account hole size tolerance and true position tolerance; The table =
mentioned above (IMHO) is suitable for most applications.
