From a personal point I wouldn't accept it, but it may be hard to reject it, if it met your specified requirements. As silly as it sounds I require the coupon to reflect all processes and hole sizes, so if the suspected two step process was not reflected in the coupon I wouldn't accept it. You could offer up one of the PWBs as a coupon and test that to establish acceptability. It appears a drill bit may have broken and the panel was "re-drilled" to ensure all holes are there. Apparently, by random chance, some via holes were not drilled in the exact same location, causing an oval hole.
