I believe that it is allowed. What is now allowed is cuts into the material, such as one done by holding a lead with a narrow tip pliers while forming it. There is no copper exposed, but the deformation exceeds 10% of the diameter. It doesn't make any difference how the defomation occurred to determine whether it is a defect, does it?
