I believe that it is allowed. What is now allowed is cuts into the material, such as one done by holding a lead with a narrow tip pliers while forming it.

It just depressed the lead maybe 40%(?).  There is no cut in the lead.

        We received a capacitor with tool marks from forming the leads. 
 hem.
 There is no copper exposed, but the deformation exceeds 10% of the
diameter.  It doesn't make any difference how the defomation occurred to
determine whether it is a defect, does it?  I say it fails no matter what.

        Thoughts from anyone??
