That is true for Instructors I am not sure about students. However if you are doing recerts in house I would continue that route. I am an Instructor in Ohio I needed to recert people in Massachussetts and with all the storms week after week in the New England area I was 3 months late. As stated your people work with it everyday recert should be ok. Because of that they are not allowed to attend to the recertification-training but instead they must do the more time-consuming and more expensive starter-course.
