We have installed over head as well as bench ionizers. The overhead ones are pricey but are turned on when the bench lights are turned on. This way they are not ignored or forgotten. We keep about 1" of water on the floor just to make sure that the stools make good contact ;-) We have found that the high voltage test people aren't real crazy about this arrangement! Actually, I've never heard of seats being grounded as a requirement. Work stations that are properly grounded and operators that are properly connected with a wrist strap should be the basic requirement. Other situations may require other preventative measures like air ionizers but on an as required basis. Good luck with your audit.
