Gary I am sure you have additional specifications on your board other than " material .062 thick FR4 green copperclad laminate for their bare board." Such as perhaps the IPC end point specification. If this is a high speed board you may need to specify the impedance, the dielectric coefficient and the loss tangent of the material. You may also want to specify the copper weight if the board is transporting large amperages. These are of course, only a few of the many variables the designer most control depending upon the intent of the board. Once these requirements are understood, the supplier can build a satisfactory board if it is within their capability The specifications are, however, the responsibility of the customer. My experience has been the variation of board properties is not so much a function of geography, but how well the board has been specified by the designer and how well the customer monitors the supplier to insure compliance with the spec and drawing. What type of quality problems can I expect to deal with durning final assembly and final test? What long term (customer returns) problems may result from this? Do the board fabracation houses on the east coast march to a different drummer than the rest of the country? The electrical engineer does not want to change the drawing to specify what laminate matterial he truly intends to use. The last company I worked for also had this same type of problem. The electrical engineer designs/releases and I have to fix his mistakes.
