Yes a machine was produced and sold for this process by GEC for multilayer, and the plated through boards. It pumped the required plating solutions through the board to simulate the complete plating process. I believe you would have real issues on the shop floor with the materials today!!! Most fabricators have trouble getting 50 microinches of Tin, and 40 is pretty much the standard... 30 is pretty considered pretty thin.. And, no flat finishes are going to perform as well as HASL, if only because of thickness, nevermind superiority of alloy...
