30 C is within most FR4 operating temperature of 130 C - a 45 C FR4 is odd, possible only tested at that range. Check with your laminate supplier for operating temperature parameters. Some difunctional materials are still at a 40 C OT, with most multifunctional laminates rated to 130 C.
