We have similar problems with Asian customers and found that e-mail is better than the telephone because there is less chance for mis-communications and less likely that people will agree with each other rather than admit they don't understand what the other party is saying. However, the problem with e-mail is that you only get one question and answer per day due to the time difference. They are just getting to work while we're driving home and for the folks on the east coast it's even worse. Sometimes you just have to work late and have a conference call but be sure to confirm everything by FAX or e-mail afterwards.
