There is a possible similar problem with the use of fusible alloys used as jigs, pipe bending etc. These do not leave the factory as part of the product, but are recycled internally. So it is possible to conclude that under the directives possession of lead is not going to be a crime. Putting it on the market in electrical or electronic products is what will be banned. So your position would appear to be analogous. The difference is your possible generation of a waste stream and what you do with it. I have to stress that conclusions based on logical thinking after puzzling the directives could be wrong. Logic and rational thinking are not always the best guides in these matters.
