Bath was probably low on Nitric. I have boards wrapped in paper in my desk drawer from 3 years ago and every 6 months I take one out and solder it. My board in May was the first I saw of any solderability issues. But if it's a concern...have them re-run them. Simplicity since no stripping is needed. They seem to solder fine, however this is causing some concern with our customer. I suspect that it could be a thin film of silver bromide or silver carbonate both which are yellow powders.
