Hi Lance, as stated on page 5-16, Note 2 beneath Table 5-2, states, for plated through hole boards greater than 2.3 mm [.0906"] thick, components with pre established lead lengths, lead protrusion may not be discernible. The drive is for thick boards, if the leads of IC and such don't come through you should be able to make some determination from the top side to see if in fact the component has been soldered in place. If you can show that they are soldered and the leads don't come through you have a process indicator. Process indicators don't have to be fixed, however some action should be started to make sure the component leads are of correct length. If they are not, then states so in your master drawings and then that document overrides the 610 document. That is not however a good practice because you really don't know whether you have a consistently good solder joint every time all the time. Hope this helps. Good luck and keep us posted.
