The best solution I have seen is a template with a cutout area for each individual lead, or groups of leads if they are very close together.  Make the template thickness .030" in your example, then slide a straightedge over the entire board.  It is quick and simple to find any lead that is too long.
 
I have seen these templates made by Safechek and by FineLine Stencil.
