C11000 is electrolytic tough pitch copper.  You can find more info here.

Before I can recommend a source, I need more info.  Are you being asked for something to be made out of 0.040" C11000 copper or for a piece of laminate (or circuit board made from this laminate) that has .040" C11000 copper on it.  Since you said copper clad, it sound like the latter.
