Yes, there is. IPC-A-600  2.9.3
I am sure this requirement is also reflected in IPC-6012A
Solder Resist on other conductive patterns (SMT land patterns included)
< 1.25 mm pitch shall not encroach both sides of the land or exceed  0.05 mm
> 1.25 mm pitch shall not encroach both sides of the land or exceed 0.01 mm

Subject: [TN] Silkscreen in solder pad

Hi,

Is there a IPC standard for how much, if any silkscreen can overlap a solder pad?  What process is recommended for cleaning a solder pad with silkscreen overtop of it?  Examples I have are silkscreen on 0805 pads halfway through it, and some with silkscreen just barely touching.

Thanks,
Jim
