Dear Debbie: They may be referring to IPC-A-610C Section 3 wherein it requires use of ESD Protection AND use of gloves for "Target" condition. However, "Acceptable" condition allows for ESD Protection and bear hands touching the edges of the PWB. There is no stated "Defect" for this particular section (though I would assume not using ESD protection would be cause for disqualifying an assembly facility). Hope that adds some light.
