For manufacturers it all depends on the number of zeros in a tolerance.
a +/-.002 is different then a +/-.0020. Everything beyond the 3 position
is moot if 5 or below (5 or less round down). (either that or a note stating the extent of the tolerance.
This may be debated, but this is the fact of life.
 
Also tolerances should always have at least 1 clearance between the tolerance
and the very edge. In other words, you should always be able to add a 1.
.002 + .001 = .003
.050 + .010 = .060 etc.
 
I've been on both sides of the fence and this was always what I was told.

I am in a debate over assumptions or general knowledge with tolerances on a print.  I want to know which way you interpret the situation. 
 
Say you a print that has a part that should measure .187 +/- .002.  Now your are measuring the part and the part measures .189 in a three digit but .1894 in a four digital measurement.  Would one assume that the part is actually .1870 which would say that the part is oversized or read tolerance only off of the third digit which would make the part acceptable?
