My understanding is that the tetra-bromo-bisphnol A, which is the usual retardant is not currently on the ROHS list. However, I believe (but I could be mistaken) that the scandinavian countries (and Germany too?) are pushing for all halogenated retardants to be banned. All standard Epoxy Glass FR4 (G10-G11), Epoxy Paper CEM grades , and all the other specialty laminate constructions are using a flame retardant that is EU RoHS acceptable. By the way I know there are some circuit constructions that do not pass UL, CSA etc fire codes and I am not taking those into account. One CA-JoeF and I worked on, is used in flex circuitry. So PWB's have nothing to worry about? with the exception of lead surface finishes of course.
