After I posted this I rembered doing mechanical mock-ups of product using foamcore. The PCB designer printed out the silkscreen and drill layers at 1X. I would use artist spray adhesive to mount it on foam core. Then the drill holes would be "bombsighted" on a drill press. Major components such as transformers, tall electrolytics, and connectors were installed. Meanwhile the mechanical designer built a mock-up of the enclosure from foamcore.
