Hi Frank from the pictures the solder looks like its not taking to the pad properly, the solder mask edge looks good so I dont think its mask on the pads, the photos show dewetting and balled solder, which usualy means the PCB manufatucture did not clean the board well enough before solder application. or his solder machine is contaminated. The solder does look a little cold but not to bad so iwould assume your wave solder machine is ok. I would do a solder float test for proper solderability of the pcb.
