In our case we are not that big.  If someone leaves or dies, alot of knowledge could theoretically go with them.  That weighs heavily on any decision to secure it with some reference tools.  They are my precious keepers of the critical secrets and magic of each process--specific to our unique situation.  Prying the secrets out is about the best reason to tell them ISO requires it.  And as far as fake or temp docs, I dont' go for that, but I have filled out CA's and even 1st articles for customers and vendors knowing they are just going through the motions.  Big waste of my time.

Actually, work instructions are not a "firm" requirement of the 9000 series standards anyway, so why trouble yourselves...my thoughts in regards to generating "reference only" documents, or "prototype only" documents are this...don't write them... rely on the 'out'  that the standard provides for you, develop your plan...then generate documents appropriately...
 
What I've seen happen over the years are people spending as much time or more writing those "fake or temporary" documents as if they were part of their system...and it won't buy you anything...even during an audit...
