Actually, work instructions are not a "firm" requirement of the 9000 series standards anyway, so why trouble yourselves...my thoughts in regards to generating "reference only" documents, or "prototype only" documents are this...don't write them... rely on the 'out'  that the standard provides for you, develop your plan...then generate documents appropriately...

What I've seen happen over the years are people spending as much time or more writing those "fake or temporary" documents as if they were part of their system...and it won't buy you anything...even during an audit...
