PACE had a tool (Dremel) like that would drill until the tip shorted out to a trace connected to the drill via an electrode. We have a existing flex assembly. For a test, in 2 areas (1/4 in. sq), we'd like to scrape away/remove the top coverlayer layer and expose the copper on the next layer (GND). So I have to remove top cover layer, adhesive, layer 1(no copper in this area), adhesive, polyimide layer, adhesive to get to the 2nd layer.
