After taking on two kinds cancer over the last few years I have determined that life has no quarantines, but if I don't take it and myself too seriously I seem to enjoy it more. The spec sounds bogus. I am going to assume you are expecting 0.001" copper in your holes. If you start with 0.0005" foil on layer 1 of the laminate, after hole plate the etches would be at least 0.0015". Looking at the stack-up it looks like PWB vendor has to have a laminate with 1 oz. clad to one side (layer 2 side) and 3/8 oz clad to the other side (layer 1side). I guess one of the board guys could say if that is normal, i.e. in stock, material.
