Another part would be a Battery.. Batteries
generally have a 5 year shelf life.
Temperature and Humidity will have some
play in storage. Humidity indicators may be useful. If double bagged
maybe a descant pac could be used. Would not put it in the same bagged
as the board.

Are electrolytic caps the only critical parts?
How often have they to be loaded?
Are there any standards dealing with this topic (storage of populated PCBA)?
