Volume Volume and Volume usually dictate SMT VS TH. If you volume is great enough than SMT is the way to go even if you need to Loose load a couple of components at hand assembly. I am not sure which tech bulletin or procedure would point you in this direction, but that is how business is done here at Tyco.
