Responses to this query represent the wide variations
that accompanies forays into issues that fall in the gray area. The hardest part
of any decision such as this is getting consensus amongst all concerned.
Consensus has many different levels and I won't describe all of them here. The
bottom line is that all of us work for companies where the primary focus is
to make money so that we can continue to work.
IMO
the inspector needs to step back, trust Steve's judgment on this, and allow
hardware to be shipped even though he has some problems with it. These kind
of blackmail threats, (e.g. I won't accept this until...) needs to be
eliminated for a business to be successful. This is why we work hard on
consensus building to help us with these kind of issues.

There's been some interesting responses! But I'd like to ask a question, there's been a
lot of "what if's" mentioned about having epoxy in between the pads of
the
no-pops, has this really ever caused anybody a problem?
My
case was that the work order had already been kitted, we were setting-up,
and then we got an immediate ECO to not populate 20 locations. The stencil
was already made, and due to the locations, taping them off on the stencil
would've caused defects with the print...so I chose to print
everything.
Again my question to those who think I should get
permission first, would you accept the delay in delivery by me waiting for
you to say if it's okay or not?
Again, in the fourteen years that
I've been doing this, I don't know of any issue that has arisen of having
epoxy between the pads at un-used locations.
By-the-way, I tried my
new polyimide stencil today, still not getting enough height to contact the
body of the JANTX diodes with the square endcaps...back to the drawing
board.
