You're right the IPC specs leave it open. However, you can reasonably reject boards with excessive touch-up, and the fabricator will understand that other shops can do a better job, and they need to correct the root cause. The root cause is a good question to answer BTW. If the mask got scratched off by the HASL air knives it's one thing, but if it's flaking due to bad surface prep before mask, it's another. You could reject in both cases, but the latter is more justified (IMHO)
